The New York State Lottery started in the 1960's. Oh well, the state was going bankrupt at the time, and the legislature was looking for money everywhere except from raising taxes. One "unconventional" way of paying for education was through a state lottery, and this idea caught on with the legislature and the public as a whole.

New York State Governor Nelson Rockefeller signed the lottery bill into law on August 30, 1966, establishing the New York State Lottery.
